If you are a GS employee, a WG employee, or any other category of DoD civilian transferring to the Kaiserslautern Military Community (KMC) area, TQSA is how the government helps you pay for a place to live while you look for permanent housing.

TQSA is often confused with TLA (Temporary Lodging Allowance), but they serve different populations. TLA is for active-duty military service members, while TQSA is exclusively for civilian employees. The calculation method differs too — TLA is a flat daily rate, while TQSA reimburses actual lodging costs (up to the locality ceiling) plus a declining percentage of the meals and incidental expenses (M&IE) rate over time.

Who qualifies?
